I dont understand the size

"I dont understand the size issue. I usually wear a 36 but they have been tight so I measured myself and I am a 38. I ordered these pro series and they were way too big. So I returned them. I ordered size 36 loose fit flat front shorts and they are really tight and they look like they are a 15 inch inseam when I ordered the 13 inseam. My next purchase will be size 38 relaxed fit 13" inseam shorts. Hopefully they fit."
